This is a Wood Alloway tool bar that I was going to make something else out of. 3 point good tires metal etc.  No idea what they call it. I think its 12 feet long. The lower arm has a pivot point on it and bars.  Thats a 4 wheel drive axle and tire in the pic and it not attached to it! Sorry for the 4 wheel drive axle in the pic. Dont mean to confuse any one.
