Job Duty Description:    The incumbent works under the direction of the Deputy Warden of the Norton Correctional Facility and is a member of the Warden’s Management Team.  The incumbent assists in the establishment and implementation of facility policies, procedures, and general orders. Supervises the activities of the Safety & Health Specialist and one office Administrative Assistant. Incumbent serves as the Prison Rape Elimination Act (PREA) Coordinator and serves as the facility public Information Officer (PIO).

Minimum Requirements: A bachelor’s degree with major coursework in criminal justice, the social sciences, the behavioral sciences, or public administration and one year of supervisory and/or administrative/management experience in the field of corrections. Additional experience may be substituted for the required education as determined relevant by the agency.

Annual Salary Range ($43950.40 - $58884.80)

Performance Standards:  Serves as chairperson of the General Order Review Committee, sets review agenda ensuring annual review of all facility policies, reviews drafts submitted by staff, providing recommendations as to how policies and/or procedures can be refined.  Meets and confers with facility administrators, department heads, supervisors and line staff to monitor compliance with operational policies, procedures, and regulations such as General Orders, Post Orders, Emergency Plans, Living Unit Rules, published memorandums and directives.  Supervises the distribution or General Orders and Departmental policies and procedures.  Supervises the activities of the Safety & Health Specialist, and reviews to ensure that areas of responsibility comply with policy and practice.  Accompanies departmental or outside agency inspectors during annual inspections.  Serves as the facility Public Information Officer (PIO).  Establishes and maintains effective working relationships with facility staff, other governmental officials and the public to further the department’s mission statement.  Responsible for drafting public information released to the public through media outlets once approved.  Conducts inspections in the absence of the Safety & Health Specialist, and reviews to ensure that areas of responsibility comply with policy and practice and accompanies departmental or outside agency inspectors during annual inspections. Serves as the facility Prison Rape Elimination Act (PREA) compliance manager.  Insures PREA compliance within all policy and procedure and maintains PREA standards to comply with scheduled audits.

Preferred Requirements: At least one year of experience in policy development. Knowledge of proper health and safety practices and methods in an industrial establishment or state worksite. Knowledge of PREA standards and audit processes. Must have a valid driver’s license.

A Tax Clearance is a comprehensive tax account review to determine and ensure that an individual’s account is compliant with all primary Kansas Tax Laws. Selection Process:  Applicants selected for interview will be evaluated by an interview panel using performance/behavior based interview questions, and possibly a performance or written test. The interview panel will make recommendations to the Warden for final approval.  A second interview may be conducted.  Applicants will be subject to background check and criminal history investigation; must pass a drug screen and a TB test unless promoting, transferring, or demoting from another safety sensitive position within the same agency.

Veteran Preference Eligible (VPE):  This position is eligible for veterans’ preference.  Interested veterans must submit a DD 214 to the Department of Administration to be verified as a veteran under K.S.A. 73-201 prior to the vacancy close date.  Verified veterans who meet the selection criteria for this position will be invited for an interview.
