Job Duty Description:  This is supervisory and administrative work as the leader of a unit team at the Norton Correctional Facility.  Work involves supervising and directing unit staff consisting of corrections counselors and corrections officers. An incumbent is responsible for the total operation of the living unit in assigning, scheduling, and reviewing the work of subordinate personnel and for planning, recommending, implementing, and monitoring offender programs.

Minimum Qualifications:  Bachelor’s Degree with major coursework in criminal justice, the social sciences or the behavioral sciences, and two years of experience working with offenders in corrections, parole, or law enforcement. Additional experience may substitute for the required education as determined relevant by the agency.

Substitution determined relevant by agency: Completion of 60 semester hours of coursework from an accredited college or university, including 12 of hours in corrections, criminal justice, the social sciences, or the behavioral sciences, and five years of experience in the field of corrections.

Performance Standards:  Supervises staff in planning and directing a progressive release program. Implements and monitors the individual treatment, work, education, training and counseling programs; assigns tasks to members of the Unit Team; makes recommendations regarding changes to programs; makes preliminary investigations in matters of living unit activities.  Reviews offender cases and makes recommendations regarding the offender’s readiness for parole; presents the cases to the Program Management Committee and the Kansas Parole Board; makes recommendations regarding reclassification.  Directs and provides input into the evaluation of corrections officers assigned to the unit; assists in planning changes and revisions in security methods and procedures.  Reviews 120 day program reports and other special reports as prepared by the Units' counselors and corrections officers; coordinates work with that of other departments through conferences and the continuing exchange of information.  Participates in various meetings formed to examine issues that affect institutional policies such as interpretation of legislation, training needs and the drafting and publication of departmental rules and regulations for the offender population.

Preferred Requirements:  Knowledge of modern concepts, principles, and practices related to the rehabilitation of criminal offenders.  Knowledge of the Department of Corrections' and institutional rules, regulations, and procedures.  Knowledge of the attitudes, problems, and behavior of individuals under restraint.  Knowledge of counseling methods and techniques.  Knowledge of the principles and practices of supervision.  Ability to organize and direct the work of unit staff.  Ability to establish and maintain good working relationships with other units, departments, subordinates, and offenders.  Ability to develop and install administrative procedures and operations and to evaluate their efficiency and effectiveness.

Selection Process:  Applicants selected for interview will be evaluated by an interview panel using performance/behavior based interview questions, and possibly a performance or written test. The interview panel will make recommendations to the Warden for final approval.  A second interview may be conducted.  Applicants will be subject to background check and criminal history investigation; must pass a drug screen and a TB test unless promoting, transferring, or demoting from another safety sensitive position within the same agency.

Veteran Preference Eligible (VPE):  This position is eligible for veterans’ preference.  Interested veterans must submit a DD 214 to the Department of Administration to be verified as a veteran under K.S.A. 73-201 prior to the vacancy close date.  Verified veterans who meet the selection criteria for this position will be invited for an interview.
